Blast kills 20, wounds 12 in Afghanistan’s Herat
A roadside blast killed 20 people and wounded at least 12 travelling in two minibuses in the western Afghan province of Herat Thursday, provincial authorities said.
The vehicles appeared to have been hit by either a landmine or another type of roadside explosive, said Mahiuddin Noori, spokesman for the Herat provincial governor.
Noor Khan Nikzad, a spokesman for the Herat police chief, put the toll at 20 dead and 12 wounded.
Another blast in the same area wounded four civilians, Noori, the governor’s spokesman, said.
In Gardez in eastern Paktia province, a suicide bomber blew himself up at the entrance to a NATO-run base, killing two Afghan guards, a spokesman for the NATO-led International Security Assistance Force (ISAF) said.

Tearful Karzai Decries Violence as Bomber Killes Deputy Governor, 5 Others
KABUL, Afghanistan — A tearful President Hamid Karzai is decrying the violence plaguing Afghanistan.
Karzai was reacting to a suicide bombing that killed a deputy provincial governor and five other people in the eastern province of Ghazni today. The Taliban and other insurgents groups have instituted an assassination campaign targeting people who work with the Afghan government or NATO forces.
Karzai says the violence is keeping young people from going to school. And, at an appearance in Kabul, he worried that it will eventually force them to flee the country. He broke into tears as he spoke of his 4-year-old son potentially growing up, in his words, “to be a foreigner.”
He also directed a message to the Taliban, calling them his “countrymen,” saying “do not destroy your own soil to benefit others.”
The remarks and the attack came as the Afghan government announced the appointment of 70 people to a High Peace Council.

Apathy and fear as Uzbekistan votes in election
TASHKENT (Reuters) - Uzbekistan held a stage-managed parliamentary election on Sunday, drawing little Western criticism due to its important role in U.S.-led efforts to contain the Taliban in neighboring Afghanistan. Central Asia’s most populous nation, ex-Soviet Uzbekistan has never held a vote judged free and fair by Western observers. Once critical of the leadership’s intolerance of dissent, the West kept quiet before this vote because it wants to engage Tashkent more closely in U.S. efforts in Afghanistan and perhaps persuade it to reopen a key U.S. military air base.

The politics of Uzbekistan take place in a framework of a presidential republic, whereby the President of Uzbekistan is both head of state and head of government. Executive power is exercised by the government. Legislative power is vested in both the government and the two chambers of parliament, Legislative Chamber and Senate. Positions in Uzbekistan’s government are largely dependent on clan membership and politics, rather than on party membership. The movement toward economic reform in Uzbekistan has not been matched by movement toward political reform. The government of Uzbekistan has instead tightened its grip since independence (September 1, 1991), cracking down increasingly on opposition groups. Although the names have changed, the institutions of government remain similar to those that existed before the breakup of the Soviet Union. The government has justified its restraint of public assembly, opposition parties, and the media by emphasizing the need for stability and a gradual approach to change during the transitional period, citing the conflict and chaos in the other former republics (most convincingly, neighboring Tajikistan). This approach has found credence among a large share of Uzbekistan’s population, although such a position may not be sustainable in the long run.

In recent years the politics of Afghanistan have been dominated by the 2001 invasion of Afghanistan, by the NATO forces and the subsequent efforts to stabilise and democratise the country. The nation’s new constitution has been adopted and an executive president democratically elected in 2004. The parliamentary elections took place the following year, in September 2005. The current president Hamid Karzai became the first ever democratically elected head of state in Afghanistan on December 7, 2004. He has begun the process of rebuilding his nation. The National Assembly is Afghanistan’s national legislature. It is a bicameral body, composed of the House of the People and the House of the Elders. The current legislature was elected on September 18, 2005. The members of the Supreme Court were appointed by the president to form the judiciary. Together, this new system is to provide a new set of checks and balances that was unheard of in the country. Also, the system is quite new, implementation of which began only 2004, just after decades of war between different factions and warlords. The remnants of the warlords are almost non-existent. The United Nations and other governments and organizations play a vital role in rebuilding this new democracy’s political environment.
